Does eBay allow retaliatory negative feedback?
 
Apart for the mess I've just finished dealing with on Amazon, I am now having trouble with an eBay purchase. I purchased an item that arrived with a missing main component, explicitly mentioned as included in the listing. I emailed the seller letting them know they forgot the piece and gave them the option of either sending the missing part, or sending a partial refund to cover the purchase of the part. The seller basically told me it was my problem, that I got a good price on the product, and even with the missing piece, I got a bargain. I emailed them again explaining that I would not have bid on their auction if all the parts were not included. Their next response was that I could pay to ship it back to them and they would just refund me. I don't want to send it back on my dime, I just want them to send the part that they forgot! I've gotten no where with them, and have decided this transaction calls for negative feedback. I've been on eBay for years and still have 100% positive feedback, and really don't want to loose it. If I leave them negative, can the seller leave me negative in return just because it's what I left for them?

Sellers can't leave negative feedback at all on eBay. File an "item not as described" case with eBay (not paypal), you will be protected under their buyer protection.

eBay will make you ship the item back (at your expense, per their rules) and the seller has so many days to issue a full refund. I've been through a similar situation with a "new" item that was covered in cat hair and gunk.
Either way you lose. That was my experience.

eBay just issued me a partial refund to purchase the missing piece myself.

So that means they did not find the seller at fault? I'm curious as to what the item and the missing piece was.

The seller was at fault, and refused to send the missing part or send a partial refund, so eBay decided in my favor and "forced" a partial refund.

eBay has made changes with both buyer and seller protection recently. If you file through eBay (not PayPal) then they will often cover your return shipping costs or provide a partial refund. On the flip side, they also now provide a way for sellers to report problem buyers (scammers that try to use feedback extortion to get partial refunds or try to otherwise circumvent eBay policies) and are tracking reports. Buyers with too many seller complaints can have their accounts suspended, feedback removed, etc...
