Why would it give me the error : Cannot Determin Paypal Account Status?

The first time I applied, it had no difficulty determining my paypal status. Rather, it got stuck on step three where it had "insufficient funds" to determine my phone number. I've tried a few times every day since then, and now it gets stuck on the first step. It cannot determine my paypal status (even though it had previously confirmed my paypal address).

Oh wait, I think I figured it out. My "first name" is my first name plus middle initial. Duh.
