how small does this fit? My dd is tiny... only 21lbs and 20months old. do you think it would fit?

I think it would fit her. My DD wore it when she was about 28 or 29 lbs, I don't remember which snaps but not the tightest, it was a little small when we stuffed it at night so that's why we didn't use it much.
