Never ever are you supposed to retract the foreskin, the only person who should retract is the owner of the penis. It is NORMAL for babies/toddlers to not be retractable - these are not adhesions that need to be broken, that is how infections happen. Many doctors are not educated and will tell parents to retract and clean under the foreskin - this is absolutely wrong and can be damaging to the boy.

just keep it clean....but my middle son retracted his around age 2 on his own....
