It is over-reclined. Definitely try pulling the boot from the bight of the seat and putting your pressure/weight on the foot area of the seat while tightening the belt. Should help get it more upright. 
As for the RF tether, I can't really tell what it's tethered to but as long as it's something that is bolted down you *should* be ok.
