Ok, this is one method, with stitched down elastic, and what I prefer for the ruffly edge T&T (you can case it as well, though).

I am making an AI2, so your layers maybe be a little different depending on what you are making.

I start with my 3 shell layers: print cotton, PUL and fleece, cut them to my pattern, and secure the print to the pul for this type of diaper. i make my elastic marks on the inside of my PUL:

Place my elastic on my mark and tack down the end:

Start sewing with my 3 step wide zig zag, stretching the elastic appropriately as I go:

one finshed section:

Do for other leg and waist:

Then I pin my inner (fleece in this case) right side to right side of the outer layers. I actually don't usually pin, lol. I just did it for the photo, you probably won;t have to after the first few times, either.

stitch the whole way around, leaving a turn hole:

Turn and topstitch very close to the edge:

I used orange PUL so you could hopefully see it, I usually use white.
