Because humans are much more likely to pay attention to things that are closer together in time than ones that are furthur apart. We have had decades of research by specialists to tell us that smoking causes cancer. We've pretty much always known that sex leads to babies.

There are plenty of insurance companies that do reward non smokers/penalize smokers with their rates. I'm good with that.
