I've always wondered about that - since top tethering isn't required in the US, does everyone still use it (or know to use it) when installing with LATCH? Like, do they realize that it's part of the whole system?

The top tether is part of the LATCH system. It's the T in the acronym. (Lower Anchors and Tethers for CHildren).
