I think the 4.0 are slightly wider then the 3.0s, not sure if there was any other changes. The elastic is still really strong since we don't use them because we do prefer snaps now; no staining, no pilling, the Velcro edges have started curling. I have I think 10-12 in light blue, light green, yellow and white
