I'd bring it up with the teacher, at least. Its ridiculous that he only gets 15 minutes! Our school is a K-8 school (with K being 1/2 days, no lunch). They went to a new lunch schedule where grades 3-8 get 20 minute lunches (with just that grade in the cafe), but 1-2 get a longer, combined lunch, because they felt that grades 1-2 needed more than 20 minutes to actually eat. You need to talk to the teacher to remedy this... work outside the box so that your child isn't starving everyday. Talk to her, she may work with you on a solution.
