I am making a fish costume for DD (almost 2). I am using a too small (but not uncomfortable) hooded sweatshirt from last year and stained leggings. They are both fuschia in color. I bought felt squares from hobby lobby to make the scales. And adhesive because I don't want to sew. It was $12 with the glue.

Mine is pink and yellow, more oval scales, and a slightly different arrangement of scales.

Just in case someone wants more ideas.
