I voted other. I don't think taking the occasional piece here or there, with or without asking, is wrong. That's called sharing and trick or treating is done here with the understanding that the child will share some of her candy with mom and dad. However, the majority of the candy is theirs and their favorite pieces are left for them too.

However, I do think that dumping all the candy in one community candy dish, or worse, mom or dad taking the bag to work after doling out a very small portion to their kids is totally wrong.
