Regular baby powder is dangerous if inhaled and not recommended. Be careful with cornstarch -- it can feed a yeast rash. We use California Baby and have used Burt's Bees in the past. BB felt slimy to me, so we've stuck w/CA baby for ~3 years and 3 kids including twins. I would want to rule out any underlying issues first though. Could it be yeast/thrush? Did you or baby receive antibiotics right after birth? Could baby be reacting to dairy or soy in your diet (if bfing) and/or formula you're using? If you are bfing, you can express a few drops and rub it on the rash, then air dry. Put baby on a cloth pre fold on the floor to catch any mess.
