Thanks for all of the replies! You've convinced me to go with a balance bike, now I just have to figure out what kind.

It seems like a lot of people liked the strider. Is it really okay for a 21 month old? Do they really play on it?

I've also been thinking about the Chillafish Bunzi that has 3 wheels but converts to two. It's cheaper, smaller, and I like the idea that she could be riding right away and later use it as a balance bike. But I am worried about the plastic tires holding up to outdoor use.
