It is inherited, you can often find you or your partner or a grandparent who has a tight frenulum if your baby has one. And it isn't just the lingual (under the tongue) frenumlum that can cause a problem, babies can also have a tight labial (upper lip) frenumlum. If taken care of early enough, it doesn't cause much of an issue -- when the baby is older than 3ish months, it can be more of a surgical procedure.
