Pulicort is an anti-inflammatory maintenance med. You give it in addition to albuterol when coughing. It takes 2 weeks to fully get in the system, according to my pulminologist. For someone who is coughing, his first response is a round of prednisone, albuterol 4 times a day (with a 5th in the middle of the night if it is bad), and pulmicort twice a day. You do that for 2 weeks to cut the major inflammation. Then, you wean back to albuterol twice and pulmicort twice, and then just to pulmicort.

His take is that inflammation and coughing=lung damage, so he starts with the heavy hitters. He'd rather over medicate and stop the damage than under-medicate and allow it to build to more.

I would definitely ask for a pulminology referral.
