Help! I have a nose picker. How do I make it stop?

It's a funny question, but I really need to get him to stop. He's just turned 3 this month and just started to pick his nose recently. Unfortunately, it's also cold season. He will NOT use a tissue. When I get a tissue and bring it to him, he runs. I really haven't tried any form of punishment because it just doesn't seem like a "punishable" offense, but it really does need to stop or no one will want their kids to play with him. So, I don't know what I do. I've tried explaining to him its rude and I tell him to stop and/or use a tissue every time I catch him. What else can I do? Any suggestions. Should I start giving him time outs for it? What do you wise ladies think?
