We had that problem for awhile with my DS. He just seemed to click and got it on his own after a few months. I kept on telling him that we don't pee in our undies and got him some cute special elmo undies that he needed to keep dry. If he was dry even for an hour, I would give him praise and continue to emphasize how we pee in the potty not our undies. Good luck, hopefully the phase passes soon!
