Here is a link to the summary of Virginia law as it pertains to child passenger restraints. When it says the child must be "properly restrained," that entails, at the very least, that the restraint is used according to the manufacturer's instructions. There are NO approved restraints on the market that allow for forward facing before the child is at least 1 year old AND weighs at least 20 pounds. Depending on the seat, the requirements might be even more stringent (eg Dorel seats require a minimum height of 34", some seats require a weight of 22# instead of 20#, etc).

I do agree with Jess that using the law argument is not my favorite thing, but for some parents, it is the only thing that will get through. Good luck!
