Can this be fixed? It is along a horizontal seam. The seam seems to be pulling apart but only where there is a hole and a little bit below. its pretty close to the tail so its not really a weight bearing spot but I dont want to make it worse when i pull the tail to adjust. I got it from ebay and the seller didn't mention the tear but did give me a partial refund so with that it cost $70. it is really beautiful and what i found it was about $200 new? Should I ask her to take it back?

its the second strip of blue from the right.
