My DH looked into it (he's a tax attorney) and it will be extended!!! Yay!!!

It will be adjusted yearly for inflation, but the 2013 amount should be around $13,000.

Not refundable. As long as you pay federal taxes, you can benefit.

It's around $12,800 for 2012 I believe.
