My DD was just a few months shy of 12. She has a few cloth pads and does use them some, but mostly around home. I'd suggest buying her a few or letting her pick out a few with fabric that she likes and let her try them and disposable ones too to see what she prefers.

My DD started a couple months before she turned 12. She will not use cloth pads. She prefers the ability to just throw away the dirties and doesn't want to have to carry a small wetbag for cloth. In her school, most of the girls do not carry purses around at all so she doesn't want to be one that has to. She can keep a thin disposable pad in her pocket and no one can tell it's there. She wasn't allowed to use tampons until she was almost 16. Now that she does, she keeps one or two in her pocket since the ones she uses are small and compact and no one can see them in her pocket either.
