Re-freezing?

I know (or at least I think) you're not supposed to re-freeze stuff. Like if I have 3 frozen chicken breasts and I thaw them out and only use 2, I can't (shouldn't?) put that 1 frozen then thawed chicken breast back into the freezer.

Ok, going off of my assumption that it's not okay to re-freeze... What about if I cook hamburger then freeze it. Then I use a frozen packet of cooked hamburger in something like chili or spaghetti sauce. But there's a lot so I want to freeze the leftovers. Technically, that would be re-freezing right? And a no-no?

Now that I think about it, I'm sure I've done it before because I go through spurts where I'll cook hamburger and split it up and freeze, then pull out a packet for chili and there's a ton so I freeze some for leftovers...

Refreezing raw meat is bad because it makes it mushy and unpalatable, not unsafe. I've used defrosted meat in recipes and then frozen the finished product lots of times. It works for liquidy things like sauce and chili for sure.
