In Georgia it's through the Ferst Foundation. There are a few counties that don't participate, but most do. We love it; DS get's sooo excited when he gets a new book in the mail. It normally comes w/ a coloring/activity page as well. They are normally hardback or board books. THey get one a month, from birth to 5yo; 60 books total.

We also order from my nieces Scholastic Book fair papers that she brings home from school as well.
SAHM , happily married to DH since 4/05; Mommy to our little Doodles 2/08, my VBAC babies 3/10 and 4/12.
