Giving more solids or starting them earlier isn't the answer. For the first year their main source of nutrition should come from bf'ing or formula, not solids.
She may just be a smaller baby. My oldest was 15lbs at 9months, 18 at a year, she is 7 now and 46lbs. My middle dd(who was on formula) was 22lbs at a year, she is 5 now and 38lbs. My youngest was 16lbs at a year, she is 4 and 32ish lbs.
