Trade: havent received my item

I did a trade and sent my item out 2 weeks ago. I've been in contact with the person and she keeps having reasons why she hasn't sent my item out. She said for sure it'd be out on Monday, priority but i haven't received it and she hasn't answered my email I sent early yesterday asking if she did indeed send it out. I want to give it a bit more time but at this point I'm starting to lose hope. If I don't end up receiving it, what steps do I take? I've never ever had a fsot problem!
