Help! Biting in almost 4 year old

About a month ago I was told by my DD's preschool that she bit her little friend. They gave her a time out and a talking to. I of course also talked to her about it. She and the other little girl are still best friends and I though the whole highly embarrassing thing was behind us.
Now yesterday I find out that DD bit the girl again, twice. I am mortified and at a loss what to do. We had another long talk with her about no biting and other things she can do when she is angry. We took away her TV privileges. I am not sure how to get her to stop doing this and I am afraid it is going to get her kicked out of preschool. I feel like I must be a terrible mother to have a child who would do something like this. It is awful. Has anyone else had this issue and what did you do?
