Diaper Swappers

I am going to order some of these and am confused on the size. Are the smalls really for medium babies? My dd has 10 inch thighs but a 17 rise?

I use Mediums on my 9 month old. He's about 19.5 pounds, 10" thighs and 16" rise (with UTN diaper on!). I find that there is a lot of wiggle room with these diapers. They are a little big now, but he will use them for a long time! We've been using them for about 3 months now already.
