other sites and PP fees

why do other sites allow and encourage sellers to charge the buyer PP fees? i thought that was against PP rules? the site in question is pretty annoying anyway, not only do you have to pay a subscription to sell there but the sellers charge buyers the fees and they really overprice too. I find stuff here on DS for half what they charge there and you dont have to pay the fees either

But you can add it into your shipping and call it a handling fee... if it's illegal, why does am/pm charge me a .45 fee if I use my debit card? And is out that different, debit card fee vs a paypal fee?

Yes, you can build it in to your price but you can't outright charge for the fees. In other words you can't say "price is $14 plus buyer pays PP fees". You also can't charge a different price for those paying with PP than those who may be paying by other means. Now, people still do this all the time, I'm just pointing our that if you read their terms, they aren't supposed to.

I don't know the site the OP is talking about or how the fees are being charged though so I don't have any idea whether they are breaking the rules or anything.

I've been on a site where I saw that...and I left immediately. It bugs me SO much
