Tickle Hat Question

I'm knitting a tickle hat for the first time and I am a little confused on it. For the first row of decreases, is the measurement from the cast on row, or the first row of straight knitting? TIA.

I measure from the cast on. I'm assuming that's the right way as the hats fit great.
