Is it normal for fleece dipe to be damp on outside?

Also as a pp said cotton doesn't do the whole compression leak thing... I noticed a big difference when my kiddos went to nap in a pocket diaper that had been stuffed with a pf and hemp doubler. They never wicked or leaked even a bit.

I stuff mine with a Thirsties Duo Hemp prefold & a Hemp Babies large doubler closest to the fleece layer & I haven't had any leaks with that combo.

The windpro pockets I use are GAD's if that helps. I'd go with 300 for longer wearing/overnight.
