Flannel wouldn't work for a waistband because it's cotton and a woven fabric. You really need a wool/synthetic (polyester, nylon) blend knit sweater, that's mostly wool. Remember not to use any plant-based fabrics in your woolies at all. Cotton is a plant, and rayon is made from from trees, they are both commonly found in wool-blend sweaters. If you used these materials, they would wick and need to be washed after every use, just like your cotton diapers do.
