anyone know how to do this?

machine embroidered appliques?

is this something that can be done with a home embroidery machine? I love this look and am thinking about buying a sewing/embroidery combo machine.

absolutely. My first machine was a Brother embroidery/sewing machine combo. It had a stitch field of 4"x4" and it was a good starter machine. I upgraded within a year to the Brother 750 and it stitches up to 5x7 but is only an embroidery machine (which is okay because I own 4 sewing machines..lol)
There are lots of great sites online to get great applique designs and you can find several for free. The Brother combo machine starts around $350

so do you use an embroidery design that is basically just an 'outline' and tack down a cut out of the fabric first?

I haven't used my embroidery machine to do fabric applique. I guess there would be a way but I haven't tried. I have done applique similar to the strawberry or clover in my regular sewing machine with a satin stitch. You just cut the fabric in the shape you want. Use fusible web to secure and outline it with a satin stitch.
For the letters (monograms) you would want to use an embroidery machine.
The link you gave was just to the general store and not a particular item so it is hard to know exactly which design/item you are taking about.



Here is a tutorial about how to machine applique but there are plenty on youtube and the web. It wasn't the greatest tutorial but it will give you the general idea.

trying to remember from the last time I did it.. you don't have to cut the fabric into the shape. You just lay the piece on top of your garment and it stitches out a single line, yes, like an outline. Then you trim around it and put it back into the machine and it completes the applique with satin stitch to finish.
