what kind of hoops do I have to jump through to be able to do this? I have read a number of posts about it before, and have just kept waiting thinking if I was a member long enough.. or if I had a high enough post count.. that I would be able to do it eventually
Can someone please give me a straight answer as to why I cant?

I have no idea. I have asked before as well, and no one has ever been able to tell me why I don't have that option. It does seem unfair that only certain people can rate threads though. Threads get rated low or high and I can't give the rating I would like.

I've been a member a long time and have a decent post count, so I don't think it has anything to do with that!
