Okay, so I measured, and these are exactly DS's measurements, too. 13 torso, 21 seated height.

My 3.5 year old has a 13" torso and has tons of room in the radian. She would make it to AT LEAST 5 so your son will probably make it to 3 going by that math.

He has the same seated height as my 2.5 year old and I consider DS small for his age. His total height is 36 inches. Like a pp said he still has 3 torso height left in Radian which is likely at least 2+ years.
