Teething biscuits DIY

My LO wants to feed herself, which I let her on occasion---but when we are out at restaurant and need a cleanish environment (she likes to squish and touch everything and rub food all over) I usually feed her with a spoon...but she doesn't like it and wants to feed herself. So I bought some puffs---Plum Super Puffs and the Mum Mum rice cakes. However, I'd really like to make my own.

Has anyone had any luck with making their own teething biscuits or similar?? I prefer a very low sugar/no sugar recipe if possible. No eggs or dairy.
