Are the BG 4.0 built exactly like the FLIPS (only one is pocket and one is a cover?)? The only BG I've owned were the 1.0's and I hear the sizing has changed since then.

No, the Flips are about an elastic's width wider on either side through the crotch. Other than that they are pretty similar.
