still haven't received my items...what to do?

I bought a few clothing items from someone on DS and pp'd her on July 31st. She said she wouldn't ship out until Aug 2nd - which is fine, I'm not due for another month and a half anyway. So I waited an appropriate amount of time and pm'd her asking about it and she responded saying that her family has been sick, etc and that she would mail it out on tuesday and send me the DC# (which would have been Aug 14th). I haven't heard from her or gotten it yet (and today is Aug 23rd)....

I'm thinking I need to at least pm her one more time, but I don't really know what to do past that if they don't come. Is there a time limit to filing a paypal dispute? How would I even go about that if I don't get my items?
