What is this rash?

I'm a cd newbie and my baby girl is 8 weeks old. I just noticed this rash which is a collection of small bumps below her naval down to the folds in her thighs, but only in the front of her privates . She doesn't seem to be bothered by it during the day or when I change and wipe her. I've been using a prefolds and covers today and sometimes a bamboo liner and night. I also have used alva 4.0 and alva NB but made sure not to have the mf touching her skin. I've only bleached once when it was smelling and rinsed until I could no longer smell it since I was worried about it. Any thoughts or suggestions ??
