First I would make sure straps really are tight, I have several friends who tell me that the straps leave redmarks but in reality they are so loose they are hanging off the shoulders.

If they really are tight enough maybe do a button up shirt on backwards over the harness. Just buckle her in then put the shirt on, I would probably even button any buttons I could in the back. That way she can't even get to the harness.

Is she maybe loosening the strap? My 6 year old cant even get her arms out of her harness without either unbuckling herself or loosening the harness.

I was also going to suggest that maybe it's not tight enough?

And the BLVD is a continuous harness

What seat is the baby in? Could she

A) re-rear face her so straps are lower? AAP recommends rearfacing til at least age 2. It is 500% safer, and might solve her problem.

B) trade seats with the baby and see if a different seat helps?

I will offer re-rfing as a solution and I already informed/showed her the benefits of erf months ago.

The baby is still in a bucket but you reminded me I do have a harness seat we no longer need that she could try.

BLVD is not a continuous harness.

It could be it's TOO tight which makes the kiddo uncomfortable and wants to get out of her straps. It's certainly possible to get out of a properly adjusted seat--my second kid was a houdini and she could be out of her seat by the time I backed out of the driveway. What worked for her was FFing so I could watch her and correct the behavior when I saw it (which didn't always work--2 year olds aren't super reasonable, who knew?!), and putting button-up shirts, hoodies, etc on her so I could zip/button them over the straps so she couldn't reach them.

The other solution I would suggest is threading an empty toilet paper roll or a cut-to-size paper towel roll onto the harness, under the chest clip. It's thin and non-compressible, so shouldn't interfere in any way, and should keep her from pushing the chest clip down until she learns she has to leave it alone.

No, that's a no-rethread harness. A continuous loop harness is when the harness is all 1 length of webbing that slides under baby's bum.
