What would be proper protocol for this?

FSOT Items are sold, PP sent. (non-local buyer)

Another buyer offers more than listed price (local buyer, cash)

Am I obligated to send items to original buyer? Or can I refund and sell to 2nd person?

I'd be very weary of a local buyer offering more than what you are asking. Sounds shady.

I'd say you you've already completed the deal with the first buyer and you should go through with it.

I don't know if you're obligated to complete the transaction, but be aware that the refunded money may end up being "held pending" on the buyers end. On top of them being frustrated with you canceling on them, they may also be frustrated at having to wait to receive their funds back from paypal. You're running the risk of receiving a negative feedback from them, which I think they're allowed to leave bc they already sent funds. Just some things to think about.

I haven't had the money more than 24 hrs. When the 2nd person offered I hadn't gotten the money yet. The first person paid late last night. Do I have a 24hr window to say I've changed my mind?
