usually a coupon will specifically say if it's valid for more than one. it's so rare for coupons to be valid for more than one, though. it happens, but not too often.

For what its worth, I would have read the coupon the same way you did. Restaurants seem to be the places that most often offer multiple uses on the same deal, and the way that was worded was ambiguous at best. I'd definitely send an email explaining what happened and how disappointed you were.

I would send an email and explain the confusion. Even the Halloween deal seems a bit ambiguous. It doesn't say limited to one burrito or all the other fine print found on a coupon.
