If level 28 is the level his current DRA or Benchmark test is at, that will be the level at which he should be receiving Guided Reading instruction at during class time. For independent reading, he should be choosing books that are about 2 levels below that (which is level 20/21). To build fluency AND comprehension children should be reading books where they independently know all the words. This is considered best practice here in Canada.
