Are the wham pockets functional? Are they both one size?

Yes, they are functional. I love the sharks one. It is a pocket and I believe it is all fleece material. The car print one I believe was a Taz brand. It is functional as well and has two rows of snaps at the top to adjust size. It does run a little big. The shark one doesn't have a way to adjust size - just one velcro strip at the top. It fit my son when he was 7 months old and would probably still fit him now at 2 years so I would say it has a pretty big size range.
