Address not verified?

Someone sent me PayPal for some diapers but no address is listed on PayPal. Is it safe to send them the diapers or do I need to wait till they add an address to PayPal. It says that seller is not covered if the buyers address isn't Paypal verified. What does that mean?

If there is no address at all, it sounds like they sent the payment as "personal" or "services" rather than "goods". I believe you need to refund and request they send it to you as "goods."

They sent it as goods because a fee was taken out.

Just know that when you refund, Paypal keeps your fee.

It probably has no address bc the person sent it from the mobile app. That thing is completely useless.

I'd ask the buyer if they used the mobile app, tell them you need them to update their address or you'll have to refund. If you end up having to refund and have them pay again after adding the address, I ask the buyer to add the .30 fee to their sale price bc the lack of address was their fault for using the mobile app (or not having an updated address).
