Oh, and with parcel post there are no shipping discounts, and the calculated shipping does not take into account the 19 cents for DC so on all parcel post calculated shipping the seller actually eats the 19 cents. But in most cases first class or priority are cheaper than PP so it's so rare that 19 cents doesn't hurt

Thank you for all the great advice. I contacted the seller and she sent an invoice with the correct shipping. She included a note saying that the eBay shipping caculator is only an estimate and the shipping usually varies by a $1.00, and that she would absorb the difference. I know that when shipping is properly calculated eBay is very accurate, so it is just a poor excuse.
