Measurements for fleece/wool covers?

Help me out here. I think I am measuring correctly, but I'm a little worried something is off. DS is almost 10 weeks old and at his 8 week appointment weighed 14 lbs and was 24 inches long. He's super chunky.

I measured for a custom and the numbers I got were:
Waist: 19"
Rise: 15"
Inseam: 5ish"

Does that seem right? I followed the directions for measuring that I always used with my daughter, but she always fit pretty squarely in the sized options. It seems like his measurements are impossible to find things for unless they are custom. Smalls are too small in the waist, but too big everywhere else! We use OS goodmamas for diapers, so I know that makes a difference but geez! I bought him a pair of medium shorties and two pairs of medium longies from WildChild before he was born and had to sell the longies because the legs were SO long. We're using the shorties as pants!

Anyone else have this problem? Any suggestions for brands that might work or am I just going to have to get customs for everything?

I always think the inseam is the most important measurement to get right. You should jump over to the craft chat section and see if one of the knitters can help you with a "standard" measurement for a kiddo your age and weight. They helped me a ton when I ordering my first few custom pieces.
