It's probably both that the water is too hot and that you're over using bleach and oxi clean. All 3 wear elastics and you're doing too much of all of them.
Try just a capful of bleach and moderately hot water. As I recall, BG warranties require water to be 100 or below, that's a good indicator of what elastic can tolerate. And oxiclean is overkill if you bleached. Charlies lacks many ingredients necessary to get diapers really clean, you need a detergent not a soap especially for AIOs. Country Save works best for us, no smell or stains. If anything you need enzymes, not bleach or "boiling". Bac Out will do that while being nontoxic. Boiling works for fabric, not elastic.
