I looked in the manual for the exact formulations nd it says not to use the restraint RF over 40lb and 40inches or "if the child's head is above the top of the child restraints headrest".
So headrest means the seat shell?

Well, no, if it specifically says head rest, then it means the head rest and not the seat shell.

So, in other words, you stop using the seat RF when the FIRST of the following things happens:
(1) Child exceeds 40 pounds (fully clothed),
(2) Child exceeds 40 inches in height, or
(3) Child's head extends above the top of the head rest.
