My DD is just a month younger than your DD and 23lbs. She potty trained a couple months ago and Hanna Andersson xs are the only ones I've found to fit her.

We had good luck with whatever brand the character ones are (Disney princess, Hello Kitty, etc). They were a little big, but stayed up. The Carter's ones were horrible.

We use the Gerber all cotton trainers. They have a little extra padding down the middle but have been great as regular underwear on my petite 2 yr old. She's about 22-23 lbs and the 18 month size don't fall down. I have been afraid to try the Hanna ones because all Hanna items seem to run huge on my DD. We have found the 18 month size online (Amazon).

We learned this by accident when my friend tried to get undies for her older son. A lot of the store brand character undies seem to shrink a ton when washed, even more so when done in hot water and dried. This was boys undies but I have heard this can be true for the girls ones as well. THey were I think Hanes or something you get at Target or Walmart, they were for my friends 3-4 year old and they shrunk so bad they fit my DS who was skinny and 21 months almost perfectly. It is worth a shot.
